The St. Lawrence County Animal Response Team (CART) is a dedicated group comprised of volunteers whose mission is to plan for and aid in the protection of public health, animal food supply, companion animals, and livestock in the event of a declared emergency. The sheltering, protection, and identification of domestic animals (including livestock) are at the responsibility of their owners, but in times of emergency or disaster, public interests may take precedence with regard to sheltering, evacuation, and care of animals in the interest of ensuring the health and safety of residents in danger is not compromised by the inability to evacuate with pets. St. Lawrence County CART will manage and coordinate, or assist in coordinating, local animal response activities through the use of established animal protection and support organizations, processes, and procedures under the direction of the St. Lawrence County Office of Emergency Services.
