Information and Instructions

If convicted of an alcohol or drug-related driving violation, your license or privilege to drive in New York State will be revoked or suspended. 

The New York State Department of Motor Vehicles determines if the person is eligible (and they do apply) for a conditional license or a conditional driving privilege, they will be mandated to participate in the New York State Impaired Driver Program (IDP).  A conditional license or conditional driving privilege will allow the person to legally drive within certain limitations.  The court may also mandate the Impaired Driver Program as a condition of their sentence.  This does not guarantee they will be granted a conditional license or conditional driving privileges, but would still be required to take the program.

How to Enroll - Sign up for the St. Lawrence County Impaired Driver Program at any NYS Department of Motor Vehicle office in St. Lawrence County (Canton, Gouverneur, Massena, or Ogdensburg).  Bring a driver license or proof of identity with signature and payment (a nonrefundable fee) of $75 to enroll.  Other fees may be required in certain cases. 

Date of Classes - The date of the first class will be given to the person when they enroll in the program at the Department of Motor Vehicles.

Franklin County 31st 6th Street Malone NY. 

Cost of Classes - $233.00.  There will be additional fees if transferred to another IDP or apply to re-enter the program if dropped from the program.

Classroom Phase - IDP participants must attend all seven (7) weekly classroom sessions for a total of 16 hours.

Screening and Referral - Some IDP participants are referred from the classroom phase for formal substance abuse evaluation.  Participants must cover all costs for evaluation/treatment, if required. 

Course Rules and Regulations - St. Lawrence County classes begin promptly at 7:00 pm and will last 2-2 1/2 hours depending on the class.  Franklin County classes begin promptly at 6:00 pm and will last 2-2 1/2 hours depending on the class. Participants must report to class on time and are expected to participate actively in the program, including completion of all assignments. If a class session is missed, the student will be rescheduled to the next set of classes to make-up the missed class session, which may be up to six weeks later.  Must not be under the influence of alcohol or any other mood-altering substance during or prior to sessions.  Two missed class sessions or counseling appointments without contacting the IDP (315-386-2207) will result in an automatic drop from the course and loss of conditional license.

Failure to complete all phases (including evaluation/treatment, if required) of the program will result in loss of conditional license/conditional privilege.  The original suspension or revocation will then be fully reinstated.

NYS DMV - The Impaired Driver Program
