Notice to Bidders:  Qualified bidders may submit bids for project as described in this ad notice.  Submit bids according to the instructions to Bidders.

Project Description:  See section 00 21 13 Instructions to Bidders

Construction Contract:  Bids will be received for the following work:

A single contract for Low Voltage Work incorporating the following scope:

  1. Modifying and expanding an Addressable Fire Alarm System
  2. Provide a new Access Control System
  3. Provide a new Intrusion Alarm System
  4. Provide a new Video Surveillance System
  5. Provide a new Video Wall System
  6. Provide a new Information Technology Cabling System

Bid Submittal and Opening:   Owner will receive sealed lump sum bids until the bid time and date at the location given below.  Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows;

  1. REVISED Bid Date:  February 23, 2024
  2. Bid Time:  3:00 PM local time
  3. Location:  St. Lawrence County Purchasing Office, 48 Court Street, Canton, NY 13617

Bids will be thereafter publicly opened and read aloud. 

Bid Security:  Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount.  No bids may be withdrawn for a period of 60 days after opening of bids.  Owner reserves the right to reject and any all bids and to waive informalities and irregularities.

Pre-Bid Meeting:  A mandatory Pre-bid Meeting will be held:  See Document 002513 “Pre-bid Meetings”

Documents:  Bid documents will be provided in electronic format (PDF) by St. Lawrence County.  Contact the St. Lawrence County Purchasing Department at 315-379-2207.  Bidders may distribute these documents to sub-contractors and suppliers as they see fit.

Time of Completion:  Successful bidders shall begin the work on receipt of the Notice to Proceed and shall complete the work within the Contract Time.

Bidder’s Qualification:  Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the work.  A performance bond, separate Labor and Material payment bond, and insurance in a form acceptable to Owner will be required of the successful bidder.  See section 00 21 13 Instruction to Bidders for additional qualification requirements.
