(2022-19) St. Lawrence County, Ogdensburg Transfer Station Improvements Project

Sealed bids for the furnishing of all labor and material necessary for the St. Lawrence
County, Ogdensburg Transfer Station Improvements Project (Bid No. 2022-19) will be received
by the St. Lawrence County Purchasing Office, 48 Court Street, Canton, New York, 13617, until

3:00 P.M. local time, July 20, 2022 at which time and place they will be publicly opened and
read aloud.


Bids will be received for the following Contracts:
Contract No. 1A – General Construction:

· Demolition and removal of existing paved and concrete surfaces;
· General site earthwork and storm water improvements associated with new and modified driveways;
· Installation of pier foundations for 70’ truck scale and relocation of scale from another site;
· Construction of ~12’x14’ addition to scale house with incidental foundation work;
· Construction of new 82’x90’ pre-engineered fabric cover building with concrete foundation; and
· Installation of compactor unit (relocated from another site).


Contract No. 1B – Electrical Construction:
· Electrical systems associated with scale house addition and scale systems;
· Electrical systems associated with new transfer station fabric building to include power supply for compactor unit, block heaters, and lighting.

and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions,
General Requirements, Specifications, Contract Drawings and any Addenda, may be examined

upon notification. In the event Contract Documents are obtained from another source (Builders
Exchange, County website, etc.), the plan holder shall contact Stephanie Kerr, Assistant
Purchasing Agent by Email:
[email protected] in order to be put on the Bidders list and
receive any subsequent project notifications including addendums.

Each bid must be accompanied by security in an amount not less than five percent (5%)
of the amount of the bid in the form and subject to the conditions provided in the Information for
Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of
opening thereof.


A Pre-Bid Conference will be held at the project site located at 522 County Route 28A,
Ogdensburg, NY 13669, on
Wednesday, July 6, 2022 at 10:00 A.M. This conference will
commence with a brief overview of project followed by review of any questions that potential
Bidders may have. Upon completion of the question period, the conference will proceed to the
site for a site walkover. Any questions requiring clarification will be addressed in an
Addendum.

This is an exempt capital improvement project, and Bidders shall not include in their bid
sales and compensating use taxes on the cost of materials which are to be incorporated into the
work and which are to be separately sold by the Contractor to the County prior to incorporation
into the work of the Contracts.

The attention of Bidders is particularly called to the requirements as to conditions of
employment to be observed and minimum wage rates to be paid under the Contracts.

The right is reserved to waive any informalities in the Bid and to reject any or all Bids.

We strongly encourage all vendors to submit bids as soon as possible.  Bidders will be fully responsible
for the delivery of their bids in a timely matter.  Reliance upon the US Postal Service or other carriers is
t the bidder's risk.  Late bids will not be considered.  It is the intent to offer this public bid opening in

All bids must be accompanied by a non-collusion statement.  St. Lawrence County reserves the right
