Request for Proposals # (2021-21) RFP First Mile Last Mile Service for St. Lawrence County
Proposal Opening Date: Tuesday, November 30, 2021 @ 3:00 PM
St. Lawrence County is requesting sealed proposals from qualified vendors to provide First Mile Last Mile service for a 24-month period from January 1, 2022 to December 31, 2023. At the discretion of the County, the contract may be extended through three, one-year contract options upon award of future Federal Transit Administration’s Section 5311 funding.
First Mile Last Mile involves working with the County’s bus operator to help connect Public Transit passengers to the County’s bus system. St. Lawrence County Public Transit offers 19 routes that extend throughout the county. With the exception of three routes that provide daily service to and from SUNY Canton, SUNY Potsdam and Clarkson University during the academic year, most routes operate Mondays to Fridays during extended business hours. First Mile Last Mile compliments the County’s bus service by using volunteer drivers who transport passengers to a bus stop so that they can board a bus that transports the passenger to their final destination. Passengers can schedule First Mile Last Mile service 48 hours in advance of a trip so long as the pick-up/drop off location is more than ¾ of a mile from a bus stop.
The contract funds 100% of the project’s costs, which is provided through the Federal Transit Administration’s Section 5311 grant program. While there is no local cash match, the funds are leveraged with documented volunteer driver hours to provide the service.

Sealed Proposals are due no later than 3:00 pm local time on Tuesday, November 30, 2021. Submissions may be mailed or hand delivered to: St. Lawrence County Purchasing Department, 48 Court Street, Canton, NY 13617. Electronic submissions will not be accepted.
We strongly encourage all vendors to submit proposals as soon as possible. Bidders will be fully responsible for the delivery of their bids in a timely matter. Reliance upon the US Postal Service or other carriers is at the bidder's risk. Late bids will not be considered.
