NOTICE TO BIDDERS
Sealed bids for the (2025-03) St Lawrence County – 48 Court Street Window Replacement Project will be received until 2:00 pm, Friday, 28th March 2025 by St Lawrence County, Attention: Stephanie Kerr, Assistant Purchasing Agent, St. Lawrence County Purchasing Office, 48 Court Street, Canton NY 13617, at which place and time the bids will be publicly opened and read aloud. Proposals received after that time will not be accepted.
We strongly encourage all vendors to submit bids as soon as possible. Bidders will be fully responsible for the delivery of their bids in a timely matter. Reliance upon the US Postal Service or the carriers is at the bidder's risk. Late bids will not be considered. It is the intent to offer this public Bid opening in Zoom format as well as in-person. All bids must be accompanied by a non-collusion statement. St. Lawrence County reserves the right to reject any or all bids. Please mark Bid envelope with the appropriate BID ITEM AND NUMBER and mail to:

Sealed bids shall be marked with the bidder’s name and “(2025-03) St Lawrence County 48 Court Street – Window Replacement Project”.
A Pre-Bid walk thru is scheduled for 2:00pm on Friday, 21st March 2025. Bidders should meet the architect and owner in the first floor lobby of the courthouse.
Electronic Copies of the Bidding and Contract Documents will be available beginning March 12, 2025 from the LaBella Associates Potsdam Office. Hard copies may be examined there; at LaBella Associates DPC, 22 Depot Street Suite 16, Potsdam, NY 13676. Bidding and Contract Documents for the proposed work may be obtained at Syracuse Blueprint, 825 East Genesee St., Syracuse, NY, (315-476-4084).
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. This is a New York State Prevailing Wage Project.
Attention of bidders is called to the tax-exempt status of St. Lawrence County. Bids should not include sales and compensating use tax on the cost of materials which are to be incorporated into the structure.

St. Lawrence County reserves the right to consider all bids for a period of not to exceed forty-five (60) days following the bid opening before awarding the Contract, during which period bids shall not be withdrawn, and reserves the right to reject any or all bids, to waive any informality in the bids, and to award the Contract in the Owner's best interest. Substantial Completion shall be NLT 31st October 2025. A penalty of one hundred dollars ($100.00) per day may be assessed for late substantial completion.
